Having full root-level access means that you'll be able to access and change each file on a selected server, including all of the system files, and to change system settings or set up server-side software which may be necessary for specific scripts and even offline apps in order to work properly. A server is accessed at the root level with a root user, which has full privileges to perform all of the aforementioned things. The root user can also make various other users. For safety reasons, you're advised to have a separate account for day-to-day tasks and to use the root account only if you actually need to do some task on the server. With no Control Panel at hand, you're able to access the server and change its settings and the content that you upload using a console, whereas with cPanel and DirectAdmin, you'll use a graphical interface to manage everything related to your web content, and the majority of server-side settings. Of course, if you get a dedicated server with no Control Panel, you may always set up some third-party instrument manually, as long as it is compatible with the OS that you have selected at signup.
